This report outlines the findings of research with contractors and developers involved with year two (2018 to 2019) of the innovative housing programme.
Findings focused around four main areas.
Planning
- Local authority planners were generally receptive to innovative approaches proposed by developers due to the alignment of the IHP with broader policy goals aimed at enhancing housing quality and sustainability.
- Some regulatory challenges were more pronounced in rural areas with stringent planning restrictions highlighting the need for updates in planning guidelines to accommodate innovative designs.
- Early and transparent dialogue with local residents, local authority officers, and local councillors was critical in mitigating community objections and enabling a smooth planning process.
Strategic development
- IHP funding is crucial as the costs associated with innovative builds were reported as being higher than those for traditional builds. IHP funding not only made the developments possible but also incentivised local authorities and housing associations to consider more sustainable and technologically advanced housing solutions.
- Incorporating community feedback into the design of developments proved essential in ensuring the success of innovative housing schemes. Adaptations based on community input helped developers better align the innovative designs with local preferences and needs, improving overall acceptance and satisfaction once the schemes were completed.
- Tenant education on using new technologies was essential for achieving the intended benefits of energy efficiency and comfort as well as aligning these innovations with the resident’s practical needs and preferences.
Workforce challenges
- There was a noticeable scarcity of skilled labour capable of installing and maintaining innovative technologies. Developers had to invest in training to ensure their teams could manage the new technologies effectively.
- Partnerships with construction firms specialising in innovative builds were crucial in reducing workforce-related issues, facilitating the integration of innovative practices.
- Appointing a dedicated individual, such as a mechanical and electrical engineer was critical to ensure all systems functioned cohesively.
Construction
- Developers frequently encountered difficulties with supply chains for specialist materials, which posed risks to construction timelines and costs, particularly in projects using Passivhaus.
- The financial challenges of innovative developments were substantial, with higher initial costs and potential unexpected expenditures. IHP funding was crucial in providing the necessary financial backing to bridge these gaps.
- Implementing advanced technologies such as Mechanical Ventilation with Heat Recovery (MVHR) systems and ground source heat pumps presented challenges in terms of installation and maintenance, highlighting the need for skilled oversight.
